According to the circular on "Issuance of Duty Certificates" published by the Ministry of Interior, it is mandatory for business owners and employees exempt from the curfew to obtain a duty certificate via the Ministry of Interior's e-government system. Business owners and employees must present this certificate during inspections by law enforcement. The individual for whom the duty certificate is issued is responsible for ensuring the accuracy of their information and for limiting their actions to the reason, time, and route specified in the exemption during the curfew.

The duty certificates generated through the e-application system will be simultaneously forwarded to the information systems of law enforcement. During inspections, judicial and administrative action will be taken against individuals who do not possess a valid duty certificate, fail to present it, or whose exemption reason, time, or route does not match the situation during inspection, as well as against workplace officials who provide incomplete or incorrect information.
In cases where business owners and employees are unable to obtain a duty certificate in time due to potential issues with the e-application system, such as system overload or access errors, a manual duty certificate may be issued once only, for a maximum of three days. This form must be completed manually, signed by both the employee and the workplace/company representative.
